At WDW, Mr Penguin sometimes appears at the International Gateway at Epcot. You can also meet him at the Magic Kingdom's Christmas parties.
At Disneyland Paris, Mr Penguin is sometimes on Main Street or in Fantasyland, or at Production Courtyard in the Studios.
You may be lucky to find Mr Penguin at Minnie's breakfast at the Plaza Inn, but appearances there are random.
To our knowledge and in our experience, Mr Penguin does not greet in Tokyo, Hong Kong, or on the Cruise Line.
